Update on Armenia's Citizenship by Investment Program
A significant amendment made in 2022 has broadened the scope for acquiring Armenian citizenship by including "significant contributions" across various sectors, including economy, science, education, culture, healthcare, and sports.
However, the detailed criteria for what constitutes "significant contributions" remain pending, as the Cabinet of Ministers has yet to finalize these guidelines. The initial deadline for establishing these criteria was in January 2023, but it has been delayed.
In response to global trends and input from international entities, including the European Union, recent communications from the Ministry of Internal Affairs signal impending modifications to Armenia's citizenship legislation. These adjustments stem from the necessity to mitigate issues associated with money laundering and tax evasion, indicating that prospective applicants can anticipate new criteria and regulations.
For individuals seeking Armenian citizenship, we encourage considering the alternative pathway of citizenship through residency. This initiative allows applicants to obtain a residence permit within just 3 to 4 months, with an investment requirement ranging from $6,000 to $10,000. After maintaining a residence permit for a continuous period of 3 years, applicants become eligible for citizenship. This pathway requires applicants to be physically present in Armenia for the submission of their citizenship application and to pass a multiple-choice test on the Armenian constitution. The test necessitates at least a basic understanding of the Armenian alphabet to memorize the questions and answers.
