Armenia’s citizenship Constitution test is 33 multiple-choice questions with three options each, and you pass with 17 correct answers inside a one-hour limit. It is sat on a computer, in Armenian, and no official English or Russian version exists.

A pass counts twice. Under Government Decree 97-N, in force since 27 January 2026, passing the test is itself treated as proof that you can communicate in Armenian, so the separate language condition for naturalisation is cleared in the same sitting.

The current official bank is unpublished, larger than 33 questions and redrawn for each applicant, so use them to gauge readiness rather than as a preview. The set you are given will differ.

Who has to take the test

Applicants naturalising on the ordinary three-year residence route sit the test. So do spouses, children and parents of Armenian citizens applying through the simplified family routes, even though those applicants are released from the general Armenian language condition.

Refugees and stateless persons are released from both the residence and the language conditions, and they still sit the Constitution test. Being legally language-exempt does not make the process language-free.

Adult children of Armenian citizens are the most common point of confusion, and the answer turns on the route chosen. An adult child who qualifies as an ethnic Armenian is exempt. The same person applying as the child of a citizen takes the test.

Who is exempt

Two categories skip the test entirely. Ethnic Armenians acquire citizenship through the simplified procedure and are not tested. Legally incapacitated persons are exempt, and that category means a person formally declared incapable who has an Armenian citizen as guardian. A disability on its own does not exempt anyone.

Children under 18 do not sit the adult Constitution test. Their acquisition of citizenship runs through separate provisions that can require an application and parental consent, so no test still leaves paperwork to file.

When and where you sit it

The test is administered on the same day as your in-person appointment to verify original documents, after the electronic application clears preliminary review and the state duty is paid. Applications go through mcs-citizenship.am, the unified portal that took over the process on 27 January 2026. You sit the test in person and under supervision, at a computer terminal in the mcs-citizenship.am system rather than on paper.

Inside Armenia the venue is the Migration and Citizenship Service. Ethnic Armenians filing from abroad take it at an Armenian embassy or consulate, though they are exempt in any event.

The citizenship state duty is AMD 50,000, about USD 137 at the Central Bank of Armenia official rate, about 364 drams to the dollar on 31 August 2026. There is no separate charge for the test. The duty is non-refundable except where it was overpaid, so an application closed after three failed attempts does not generate a refund, and a fresh application means paying it again.

Language and interpreters

The questions are presented in Armenian, with no official English or Russian translation. Our language and Constitution exam guide sets out how the language condition works across the different routes.

Our understanding of current practice is that a licensed interpreter is admitted for applicants on the simplified family routes, who carry no language condition, and refused for applicants on the three-year residence route, whose eligibility depends on knowing Armenian. That rule rests on the Service’s correspondence with the firm rather than on a published provision, and no public source states a test-specific interpreter rule either way.

The question bank

Your 33 questions are drawn at random from a larger official bank, and the head of the Migration and Citizenship Service updates that bank every six months. The questions used to run in a fixed order that could be memorised. The current system draws a different set for each applicant, which is why rote learning of one circulated question list stopped working.

Our file puts the bank at 100 questions and records it as unpublished, on the basis of agency correspondence. The bank size and its publication status cannot be confirmed from any public source. No official study guide, sample test or question list has been published, and no pass-rate statistics have been identified from the Service, the Ministry of Internal Affairs or any official statistical release.

Preparation therefore means learning the Constitution across the areas the questions cover, which are the structure of the state, the powers of the President, the National Assembly and the Government, fundamental rights, and the acquisition of citizenship. Anyone promising you the official question list is selling something they do not have.

What happens if you fail

You have three attempts in total. Failing all three means the application is not admitted to proceedings, which is a different legal outcome from a refusal on the merits and carries a lighter consequence: you may file a new electronic application immediately, with no waiting period.

A substantive rejection is the heavier outcome. It carries a one-year bar before you can reapply, and it can be challenged in the Administrative Court under the Administrative Procedure Code. The appeal deadline runs from the type of act being challenged, so check it against the wording of the decision you received. A flat two-month window does not apply in every case.

Public material from the Service has described three additional opportunities after a failure. The decree provides for three attempts in total. Plan on three.

A circulated pre-2026 test paper

The test paper below circulated before the January 2026 reform. It is reproduced in full, first in English translation and then in the original Armenian, with the correct answer underlined in each case. Its answers were rechecked in August 2026 against the Constitution as currently in force.

Treat it as practice material, not as a preview. It is a paper-era form, which is why it ends with signature lines for the applicant and the invigilator, and the test has been sat at a computer since January 2026. The current official question bank has not been published, is larger than 33 questions, is redrawn for each applicant and is updated every six months.
