Which Route Fits Your Situation?

You qualify as a business owner if you establish and maintain an active commercial enterprise in Armenia. This includes sole proprietors (registered as Private Entrepreneurs—PEs) or company owners (LLC formations). There is currently no minimum investment threshold, though the NSS (National Security Service) interviews all applicants to verify legitimate business operations.
PE vs. LLC: What the NSS Looks For
The NSS conducts a standard security interview for all business applicants to assess whether the business is genuine. While there are no formal requirements beyond registration, the NSS may consider factors such as when the business was registered (applying immediately after registration may raise questions), whether the business has any employees, whether it has paid any taxes, and whether the applicant is physically present in Armenia. None of these are legal requirements for residency, but they can make the business appear more or less legitimate in the eyes of the NSS. Current System (Until October 31, 2026)
Business owners can apply directly for a 5-year permanent residence permit immediately upon registration. There are no mandatory waiting periods — you can move from business registration to residency application within weeks.
Post-November 2026 Changes
Starting November 1, 2026, business owners will no longer have direct access to the 5-year permanent permit. Instead, you will need to obtain a 1-year temporary permit and renew it twice (3 years of temporary status within the last 5 years) before you can apply for a 5-year permanent permit. Financial thresholds will be introduced:
- LLC: AMD 2,000,000 (~$5,263) capital contribution by the applicant, or acquisition of AMD 2,000,000 worth of shares or securities in the company

Additionally, applicants will face a 180-day tax monitoring period to demonstrate compliance and legitimate operations. Once approved, you must maintain the financial threshold — your business-based residence can be cancelled if the LLC capital falls below AMD 1,000,000 or PE-held shares fall below AMD 1,000,000.
Digital Nomads & Freelancers
If you earn income internationally (remote work, freelance projects, digital services) and wish to reside in Armenia, you must register as a business entity and comply with Armenian tax obligations. You have three main tax regimes to choose from, each with different rates, thresholds, and obligations.

Note: The 1% turnover tax rate applies فقط to activities listed on Armenia’s official government high-tech list (software development, web design, digital marketing). Consulting, legal, and accounting services do not qualify for turnover tax at all — they are taxed under the general 18% corporate income tax regime. Health insurance enrollment is cohort-based starting at AMD 129,600/year (roughly $342) for qualifying businesses, not universally required for all sole proprietors from day one in 2026.

Employees & Contractors
If you are employed by an Armenian company or contracted for work in Armenia, your employer applies for a work-based residence permit on your behalf. This is a unified process — there is no separate “work permit” document. The employer submits the application through Workpermit.am, Armenia’s centralized online platform, and the result is a residence permit issued on employment grounds.
EAEU Exemptions
Citizens of other Eurasian Economic Union (EAEU) countries—Russia, Belarus, Kazakhstan, and Kyrgyzstan—are exempt from work permit requirements under the EAEU Treaty (Article 97). You can take employment in Armenia freely, though you will need to obtain a Social Security Number (SSN). Your employment contract serves as the qualifying ground for residency.

November 2026 Changes
The November 2026 amendments introduce a quota system for work visa approvals, replacing the current labor market test. Citizens of visa-required countries will need a work visa to enter Armenia for employment purposes, after which they can apply for a work-based residence permit. However, the work visa provisions will only take effect after Armenia’s new e-visa system launches — a separate trigger that may come after the November 1, 2026 general effective date. The system will be fully digital via permits.am, and employers will have a 15-business-day window to complete employment contracts after visa approval.

If you have a spouse, parent, or child already residing in Armenia, you can sponsor them for residency. The logistics depend on who applies first and the family relationship.
Current System (Until October 31, 2026)
Permanent and special residence holders can sponsor their spouse, children (any age), parents (any age), and extended family (siblings, grandparents, grandchildren). Temporary permit holders can sponsor nuclear family only (spouse, parent, child). Sponsorship can be initiated immediately after obtaining your own residence permit.
Post-November 2026 Changes
Effective November 1, 2026, family sponsorship eligibility narrows significantly. Only the العائلة النووية can be sponsored: spouse, parent, and child. Extended family (siblings, grandparents, aunts, uncles, cousins, grandchildren of other relations) will no longer qualify.
Practical Sequencing
If you and your family wish to move to Armenia, the main applicant (typically the business owner or employee with the strongest qualifying ground) should apply first. Once approved, the main applicant’s residency permits the family members to be sponsored. The timeline stacks — allow 30–60 days for each family member’s approval, so applications should be staggered accordingly.

Students pursuing education at accredited Armenian institutions can obtain a temporary residence permit. You will need an admission letter from the educational institution and a signed education contract confirming enrollment and duration of study.
Permitted Activities & Conversion Restrictions
Under the current system, students with a residence permit are exempt from work permit requirements and can work freely during their studies and for one year after graduation. Post-November 2026, students will remain exempt during studies (expanded to include non-formal education and innovation activities), but the one-year post-graduation work exemption will be removed. A student residency permit cannot be converted to a permanent permit. Once your studies end, you must transition to another qualifying ground (employment, business ownership, family sponsorship) to maintain residency, or depart Armenia.
November 2026 Expansion
From November 1, 2026, the definition of qualifying educational activities will expand beyond traditional tertiary education to include non-formal education programs, research activities, and innovation projects at registered Armenian institutions.

If you are of Armenian ethnic origin, you qualify for special residency pathways and protections under Armenian law. Proof of ethnicity is established through an official government-issued document pertaining to the applicant or their parents/grandparents that indicates Armenian ethnicity, or a baptismal certificate of the applicant.
Current System: The Special 10-Year Passport
Ethnic Armenians can obtain a special residence card valid for 10 years. This pathway includes the unique right to purchase agricultural land in Armenia — a benefit otherwise unavailable to foreign residents. You can also sponsor extended family members (siblings, grandparents, grandchildren) for residency, and you qualify for preferential treatment in some government services.
Biometric Card Enrollment
Currently, ethnic Armenians can apply for the special 10-year passport through Armenian consulates abroad (consular processing). After November 1, 2026, all ethnic Armenians must enroll for biometric residence cards in Armenia in person — consular processing will no longer be available. This timing is significant if you hold an Armenian passport or diaspora identity and wish to avoid a trip to Armenia initially.
Investment Residency (New Category, Post-November 2026)
Starting November 1, 2026, Armenia will introduce a formal Investment Residency category. This will grant direct permanent residence status to qualifying investors, bypassing the standard 3-year temporary residency requirement. Applicants will also be exempt from the new 183-day absence notification rule.
However, the eligibility criteria and investment thresholds have not yet been published. The government is finalizing the implementing decree, but no timeline for its release has been publicly announced. Whether you’re applying as a business owner, employee, family member, or student, the residence permit application follows a standard six-step process. The key steps are the same under both the current and new systems, though the appointment and submission process changes significantly from November 1, 2026.
Establish Your Qualifying Ground
Register your business (PE or LLC), secure an employment contract with an NSS interview approval, obtain an admission letter from an educational institution, or identify your family sponsor. This is the foundation of your application and must be in place before proceeding.

Some interviews are conducted by phone. Approval is not automatic — some applications face questions or requests for additional documentation.
Receive Decision & Collect Card

Power of Attorney (POA) Process
If you cannot travel to Armenia in person, you can appoint a representative (lawyer, family member, or trusted associate) via power of attorney. Your POA holder attends the MCS appointment, submits your documents, and handles the application in person. You must mail your original passport to your representative so they can present it at the time of application (courier service recommended). A simple written POA is sufficient as long as it is in Armenian or bilingual.
Card Collection via POA
Once approved, your residence card is issued. Your POA holder can collect it and arrange international mail delivery to you. This method allows complete remote processing under the current system.
November 2026 Biometric Requirement
From November 1, 2026, the new digital system (permits.am) will allow fully remote document submission, but biometric enrollment (fingerprints, iris scan, photo) must occur in person in Armenia. If you are outside Armenia, you will need to travel to complete the biometric enrollment at a designated government center. Remote card collection via POA will no longer be available.
Documents, Government Fees & Timelines
Government fees for residence permits are set by law and vary by permit type. Current fees remain in effect until December 31, 2026; new rates apply from January 1, 2027. Fees are currently refundable if your application is rejected; post-November 2026, fees become non-refundable.

Timing Arbitrage Window: Between November 1 and December 31, 2026, applications submitted will be processed under the new digital procedures (permits.am) but at the old fee rates. For example, you could obtain a temporary permit for AMD 105,000 instead of the new rate of AMD 150,000 by submitting before 2027. This arbitrage window is brief and applies to applications filed before January 1, 2027, regardless of when the decision is issued.

Renewal Cycles
Temporary permits must be renewed annually (or at their expiration date). Permanent permits are valid for 5 years; special permits (until abolished) for 10 years. You must begin the renewal process at least 30 days before your card expires (exception: students on education-based permits can apply up to the last day of validity). If your card expires while an application is pending, you may remain in Armenia legally until a decision is issued.
Remote Renewal (Current System)
Currently, renewals can be submitted via power of attorney while you remain outside Armenia. Your POA submits renewal documents, collects the new card once issued, and arranges international delivery to you.
Post-November 2026: Biometric Requirement & 183-Day Rule
From November 1, 2026, renewal will require in-person biometric enrollment in Armenia. Additionally, a new rule takes effect: if your absence from Armenia reaches 183 days in a calendar year, you must notify the authorities within 10 days after the 183-day mark is reached. Failure to notify can result in permit cancellation.

From Residency to Armenian Citizenship
After 3 years of lawful residence in Armenia (cumulative across temporary and permanent permits), you become eligible to apply for Armenian citizenship. This is not automatic — approval requires passing a constitution exam conducted in Armenian.
Constitution Exam & Language Requirements
The citizenship exam tests your knowledge of the Armenian Constitution (33 questions; you must answer at least 17 correctly). The exam is conducted in Armenian — no translators are allowed. The test is multiple choice, so you need to be able to read the questions and answer options in Armenian. The exam is administered on the premises of the Migration and Citizenship Service (MCS). Processing typically takes 4–5 months from application to decision. Citizenship is غير مضمون even if you pass the exam — background checks occur, and the government can deny citizenship on security or other grounds.
Dual Citizenship & Passport Benefits
Armenia allows dual citizenship — you can retain your existing citizenship while becoming Armenian. The Armenian passport is ranked 69th globally on the Henley Passport Index and provides access to 64 visa-free destinations. For non-US nationals, obtaining Armenian citizenship opens access to the US E-2 investor visa thanks to the US-Armenia bilateral treaty — a significant benefit for those who do not have treaty access through their current nationality. Note that obtaining Armenian citizenship may create military service obligations for males of certain ages, so this should be evaluated carefully before applying.
EU Visa Liberalization
Armenia is actively pursuing visa-free access to the European Union. The country submitted its Visa Liberalisation Action Plan (VLAP) in November 2025, and the European Commission confirmed “steady progress” on reforms in March 2026. Residence permit applications are rejected for several reasons: failure to establish a legitimate qualifying ground (e.g., a non-operational business), security concerns identified during the NSS interview, or incomplete or fraudulent documentation. Post-November 2026, applications that do not meet the new financial thresholds will not be accepted for processing in the first place. The vast majority of rejections stem from adverse NSS findings.
Appeal & Re-Application Process
If your application is rejected, you have the right to appeal — either through an administrative (internal) appeal to the agency, or through administrative court (judicial appeal). Appeals must be filed within two months of receiving the rejection letter. While the decision letter cites legal grounds, these are typically generic references to the Law on Foreigners — the actual reasons are often unclear. In court, the NSS may invoke state secrecy laws to avoid disclosing the information that served as the basis for rejection, making it difficult for the applicant to challenge the decision. The judge must still weigh the arguments, and the case can be appealed further to the Court of Appeals and the Court of Cassation. Court proceedings typically take over a year, especially if appealed through multiple levels. If you appeal the rejection, MCS is required to issue a document (currently a letter; post-November 2026, a temporary permit) that allows you to remain in Armenia legally while the court case is pending. If you wish to reapply after a rejection, you must wait at least 1 year — meaning that if you appeal, the one-year re-application ban may expire while the court case is still pending, allowing you to submit a fresh application.
Overstaying & Deportation
If you remain in Armenia after your residence permit expires without renewal or if your permit is cancelled, the Migration and Citizenship Service (MCS) issues a decision offering you a reasonable period (typically two months) to leave the country voluntarily. If you fail to depart, legalize your stay, or appeal the decision within this period, MCS refers the case to the Administrative Court for a deportation order. The 3-year re-entry ban applies only if the court issues a deportation decision that enters into force. The law also provides for the possibility of detention for up to 90 days pending deportation, though this is rarely applied in practice. The key distinction is between المغادرة الطوعية و الترحيل بأمر من المحكمة — departing voluntarily within the MCS-granted period avoids the re-entry ban entirely.
