Why Choose a Law Firm EOR for Armenia?

If you’re hiring one person across 50 countries, a global platform makes sense. But if Armenia is a strategic hiring market — or you’re building a team here — the equation changes.

Global EOR platforms like Deel and Remote are built for scale across 150+ countries. That breadth comes at the cost of local depth. Armenia’s employment law, tax system, and immigration rules have unique complexities that generic platforms routinely get wrong — from outdated minimum wage figures to missing entire 2026 regulatory changes.

As a licensed Armenian law firm, Vardanyan & Partners brings a fundamentally different model:

Wholly-Owned Armenian EntitiesYour employees are hired through our own legal entities — no outsourced third-party partners. Full accountability and direct control.
Dual-Licensed AttorneysOur attorneys are admitted to both the Armenian Bar and the New York Bar — bridging US corporate standards with Armenian labor law.
In-House ImmigrationWork permits, residence permits, and visa coordination handled by our immigration team — not outsourced. Including litigation and appeals if needed.
Beyond Payroll ProcessingWe handle the hard cases platforms can’t: complex terminations, PE risk assessments, IP protection, employment disputes, and later transition to your own entity.

Law Firm EOR vs. Global Platform EOR

Global platforms excel at multi-country scale. A specialist law firm excels when Armenia matters enough to get the details right.

Capability Global Platform V&P Law Firm EOR

Employment contracts Standardized templates Attorney-drafted, bespoke IP & non-compete clauses

Response model Ticket-based support queues Direct attorney access, 24-hour response
Transition to own entity Separate process / not supported Seamless EOR-to-entity transition with legal support

2026 Immigration Reform: What EOR Clients Need to Know

Armenia has enacted sweeping amendments to its immigration framework taking effect in 2026. Key changes that affect EOR hiring:

  • New work entry visa: A visa for employment purposes (up to 120 days, single or multiple entry, issued once per calendar year) as a prerequisite for work-based residence permits.
  • Electronic platform: All immigration applications will be processed through a unified digital platform — requiring employer-side registration and submissions.
  • Annual quota system: The government will set annual caps on foreign worker residence statuses by type and grounds. However, IT specialists, highly paid professionals, and citizens of the EU, US, UK, and Japan are expected to be exempt.
  • Longer lead times needed: Pre-travel authorization steps mean EOR providers must plan earlier for foreign hires.
  • Employer penalties: Fines for employing foreign nationals without proper documentation or without using the unified electronic platform.

As a licensed law firm, we monitor these changes in real time and handle the entire employer-facing immigration workflow — ensuring your foreign hires are fully compliant from day one.

Digital Employment Contracts: Armenia’s 2026 Mandate

Since January 1, 2026, all employment contracts in Armenia must be signed, terminated, and modified through the state’s centralized digital platform. Key implications:

  • All new employment contracts must be registered electronically — paper-only contracts are no longer compliant
  • Backdating of contracts is technologically impossible under the new system
  • Employers have until January 1, 2027 to digitize all pre-existing paper contracts
  • The system integrates with the State Revenue Committee for tax reporting

Our EOR service handles all digital platform registrations seamlessly — your company never needs to interact with the Armenian state systems directly.

Why Companies Hire in Armenia

Armenia has become a strategic hub for international tech companies. Here’s what makes it attractive beyond the talent pool.

Competitive Talent CostsSenior software engineers in Armenia command $3,000–$4,750/month — a fraction of equivalent talent costs in Western Europe or the US, with world-class technical education.
IT Tax IncentivesQualifying IT companies in the High-Tech Registry can access a 1% turnover tax (replacing 18% CIT and 20% VAT) and a 60% reimbursement on Personal Income Tax for new tech hires. Our team can advise on eligibility.
Capital Gains AdvantagesArmenia does not tax capital gains on securities for non-residents. For residents, securities held over 3 years are fully exempt. A growing network of 50+ double tax treaties provides additional optimization.
Business-Friendly Environment100% foreign ownership permitted. No local director requirement. 100+ visa-free countries. Growing tech ecosystem with companies like NVIDIA, PicsArt, and ServiceTitan operating locally.

Frequently Asked Questions

Do we need to register a local entity in Armenia?

No. That’s the core benefit of EOR. Your employees are hired through our wholly-owned Armenian legal entities. You have no local registration, compliance, or reporting obligations. When you’re ready to establish your own entity, we can facilitate a seamless transition.

How quickly can you onboard an employee?

For Armenian nationals or residents who already have work authorization, onboarding typically takes 3–5 business days. For foreign nationals requiring a work permit, the timeline depends on nationality and permit type — we’ll provide a specific estimate during your consultation.

Can you hire just one employee, or is there a minimum?

We can hire a single employee. There is no minimum headcount requirement. Whether you’re hiring one specialist or building a team of 50, the service model is the same.

Who owns the intellectual property my employee creates?

Your company does. Our employment contracts include attorney-drafted IP assignment clauses that ensure all work product, source code, inventions, and trade secrets are assigned to your company. We also include confidentiality and, where applicable, non-compete provisions tailored to Armenian law.

How are terminations handled in Armenia?

Armenia’s labor code is employee-protective — there is no “at-will” employment. Termination requires specific legal grounds, proper notice periods (14 days to 2 months depending on the reason and tenure), and severance payments. Our attorneys manage every termination individually, ensuring full legal compliance and minimizing dispute risk.

Can you convert an existing contractor to an employee?

Yes. We regularly help companies convert independent contractors to properly employed workers through our EOR. This eliminates misclassification risk — an increasingly enforced issue in Armenia — and provides the worker with full statutory protections and benefits.

Can you help with work permits and visas for foreign employees?

Yes — immigration is handled entirely in-house by our immigration team, not outsourced. We process work permits, residence permits, and visa coordination. If an application is denied, we have litigation capability to handle appeals. With Armenia’s 2026 immigration reforms introducing new work visa requirements and digital platforms, having a law firm manage this process is increasingly important.

What happens if we want to set up our own Armenian entity later?

We support a full EOR-to-entity transition. We can register your Armenian LLC or JSC, transfer employees to your new entity (following Armenian labor law procedures, since Armenia does not recognize direct employment “transfer”), set up your local accounting and compliance, and continue providing ongoing legal support. Many of our EOR clients eventually transition to their own entities as their Armenian operations grow.

Are there tax incentives for IT companies hiring in Armenia?

Yes. Armenia offers aggressive IT incentives that most global EOR platforms don’t mention. Qualifying companies registered in the state High-Tech Registry can access a 1% turnover tax (replacing standard 18% corporate income tax and 20% VAT) and a 60% reimbursement on Personal Income Tax paid for new tech hires. While accessing these incentives typically requires your own Armenian entity, we can advise on whether structuring through an entity makes sense for your situation alongside or instead of EOR.

Is Permanent Establishment (PE) exposure a risk with Armenian EOR?

PE risk depends on the nature of the employee’s activities. As part of our EOR service, our tax attorneys conduct a PE risk assessment for your specific situation. Where needed, we can obtain advance rulings from the Armenian tax authorities to provide certainty. This is a level of protection that global platforms simply cannot offer.
