At a glance
- Four things set the cost of accounting for an Armenian business: transaction volume, payroll headcount, inventory and customs activity, and how much reporting the owners need.
- The statutory calendar is fixed: VAT and payroll declarations by the 20th of the following month, turnover tax returns quarterly by the 20th, and the annual profit tax return by 20 April.
- Turnover tax is available while annual sales stay at or below AMD 115,000,000 (about USD 317,000 at the Central Bank of Armenia official rate of 362.83 on 30 September 2026). Legal, accounting, consulting, notarial and auditing activities have been excluded from that regime since 1 July 2025.
- A private entrepreneur on turnover tax carries two fixed personal charges of AMD 5,000 a month each, independent of turnover and of headcount.
- Actual quotes vary by provider and by the profile below. No fees are listed here. USD equivalents throughout use the Central Bank of Armenia official rate of AMD 362.83 to USD 1, published 30 September 2026.
The statutory calendar is identical for every Armenian business: a payroll declaration by the 20th of each month, a VAT return on the same date for general-regime companies, a quarterly turnover tax return by the 20th, and a profit tax return by 20 April. What varies, and what a quote is actually priced on, is transaction volume, payroll headcount, inventory and customs activity, and how much reporting the owners need.
The four business profiles that drive different accounting costs
The solo freelancer on turnover tax
Turnover tax replaces profit tax and VAT for a business whose annual sales stay at or below AMD 115,000,000 (about USD 317,000). The rate follows the activity: trade at a 10% base with a 1% floor, manufacturing at 7% with a 3% floor, catering at 12% with a 3.5% floor, and other activities at 10% with a 4.5% floor. Qualifying high-tech activity on the GD 142-N list pays a flat 1% through 31 December 2031. The regime is elected by 20 February each year, or within 20 days of registration for a new business.
Documented expenses reduce the calculated tax down to the activity floor, which is where the accounting work appears. Each deduction claimed has to rest on a document the accountant can produce, so a freelancer who books expenses carefully buys a lower effective rate and a larger monthly bookkeeping job at the same time.
A private entrepreneur in this regime also carries two charges that have nothing to do with turnover or staff. Profit tax is a fixed AMD 5,000 a month, AMD 60,000 a year (about USD 165). A social payment of AMD 5,000 a month applies to entrepreneurs inside the funded pension system, which covers those born on or after 1 January 1974 and older voluntary participants. Stamp duty is AMD 12,000 a year (about USD 33) on income up to AMD 12,000,000 and AMD 120,000 a year (about USD 331) above that. Health insurance became mandatory in January 2026 for entrepreneurs whose 2025 income reached AMD 2,400,001 (about USD 6,615), at an annual premium of AMD 129,600 (about USD 357) due 20 April 2026, with monthly self-payment starting January 2027.
Two eligibility rules decide whether this profile is even open. Legal, accounting, consulting, notarial and auditing activities have been excluded from turnover tax since 1 July 2025 and use the general profit tax and VAT regime instead, so a consultant cannot buy the simplest compliance profile at any price. Microbusiness status, available at or below AMD 24,000,000 of annual sales (about USD 66,100), exempts the business from its own state taxes; many service activities cannot use it, and payroll stays outside the exemption, with employee income tax withholding and funded pension contributions still due every month.
The company with around five employees
Payroll is the cost driver in this profile, and it is a recurring monthly job rather than a one-time setup. Every person on the payroll carries income tax withholding at 20%, or 10% for qualifying research and development staff, plus funded pension contributions and stamp duty, all reported in the monthly payroll declaration due on the 20th. Mandatory health insurance contributions start at a salary of AMD 200,000 a month (about USD 551): AMD 4,800 a month for salaries from AMD 200,000 to AMD 500,000, and AMD 10,800 a month above AMD 500,000 (about USD 1,378).
A company on the general regime also files VAT at 20%, with exports zero-rated, and pays corporate income tax at 18%. Each mid-month hire, departure, bonus or leave settlement forces a recalculation across those returns, which is why two companies with identical revenue and different staff turnover do not pay the same accounting fee.
The importer with inventory, customs and VAT
Here the bill tracks document count. Each shipment produces a customs declaration, supplier paperwork, an inventory movement and an input VAT position that has to be set against 20% output VAT, and all of it has to reconcile before a return can be filed. Armenia has required electronic invoicing through the State Revenue Committee system since 2016, and consumer-facing sellers must also run certified fiscal devices linked to the same system, so the reconciliation is against official records the tax authority already holds.
The rate structure is the same one every general-regime company faces. What scales is the document count behind each return: a trading company clearing shipments weekly generates more reconciliation work in a quarter than a service company generates in a year.
The foreign-owned subsidiary reporting to a parent
An Armenian limited liability company can be 100% foreign-owned, has no director nationality or residence requirement, and faces no general minimum capital, though sector-specific minimums still apply in regulated fields. That flexibility pushes a practical question onto the engagement: with no local shareholder or director by default, the subsidiary has to name who signs filings, who holds the tax portal credentials and who supplies source documents each month.
Statutory filings follow the Armenian calendar and go to the State Revenue Committee. A reporting pack for the parent is separate work on top of them, repeated at whatever frequency the parent’s own close demands, which is the single largest reason this profile costs more than a domestic company of the same size. Distributions add their own layer: dividends carry 5% withholding, and payments to non-residents are withheld at 20% in the residual other-income category, 5% on dividends and 10% on interest.
Technology subsidiaries carry two separate high-tech files that are often confused. The 1% turnover tax runs from 2025 to 2031, follows the GD 142-N activity list, and has no revenue threshold and no registration step. The state support programme under HO-498-N, as amended by HO-221-N, is a different instrument: it reimburses 60% of the income tax paid on qualifying new employees, requires at least 90% high-tech revenue and an application through the Ministry of High-Tech Industry platform, counts only staff on employment contracts, and runs to 31 December 2031. Each one needs its own evidence file, and maintaining both is accounting work the standard engagement does not assume.
Your annual filing calendar
The calendar below is what a standard engagement is sized against. A provider quoting monthly is quoting against the monthly line, so a business with quarterly obligations only is buying something different.
- Monthly, by the 20th of the following month: the VAT return for businesses in the general regime, and the payroll declaration covering income tax withholding and pension contributions for every employer.
- Quarterly, by the 20th of the month after the quarter: the turnover tax return for businesses in that regime.
- Annually, by 20 February: election of the turnover tax regime for the current year, or within 20 days of registration for a new business.
- Annually, by 20 April: the profit tax return for the preceding year, and the annual health insurance premium for private entrepreneurs above the income threshold.
The underlying bookkeeping rules that feed these returns, including the records a business has to keep and in what form, are set out in our guide to staying compliant with bookkeeping and accounting rules in Armenia. The rates behind each return are collected on our Taxes in Armenia page.
What a standard monthly fee usually leaves out
A monthly figure covers the recurring calendar above at a stated volume. The items below sit outside it in most engagements, and each one is a budget line a founder discovers late.
- Historical clean-up. Rebuilding prior periods, correcting filed returns and reconstructing records that were never kept properly is scoped by the hour or by the period, because the volume is unknown until someone opens the files.
- Audit support. Statutory audit work and responding to a tax authority examination both draw on the accountant’s time outside the filing cycle.
- A regime change mid-year. Crossing AMD 115,000,000 of sales ends turnover tax eligibility and moves the business onto VAT and profit tax accounting, and a business that leaves the regime must skip a full year before returning to it. The transition touches every open period.
- Payroll regime work. Enrolling new hires under the high-tech support programme, applying the 10% rate to qualifying research staff and tracking the three-year status of each supported employee are all payroll projects, separate from running payroll.
- Bank account and KYC support. Assembling ownership documents, source-of-funds evidence and resolutions for a bank’s compliance team is a document exercise with no connection to the monthly return.
- Parent reporting packs. Management accounts, consolidation schedules and translations prepared for a foreign head office are priced on top of the statutory file.
Handover sits in the same category. If a business is moving between providers, the records, portal access and historical files have to transfer cleanly, and we set out that process in how to replace your Armenian accountant or administrator without losing records, access or control.
What moves your price up or down
Transaction volume. The number of documents posted each month is the base unit of almost every quote. Under turnover tax it has a second effect, because each documented expense is what pulls the effective rate toward the activity floor, so volume raises the fee and lowers the tax at the same time.
Payroll headcount and salary level. Each employee adds a withholding calculation, a pension contribution and a line in the monthly declaration. The AMD 200,000 monthly salary point adds a health insurance contribution, and AMD 500,000 raises it, so a small team of senior staff can cost more to run than a larger team of junior staff.
Inventory and customs activity. Goods crossing a border add customs declarations, inventory records and an input VAT position to reconcile. A company that imports occasionally and a company that imports weekly are in different pricing brackets regardless of revenue.
Reporting complexity, language and frequency. Statutory filings in Armenian are the baseline. A monthly management pack in English for a parent company, prepared on a different chart of accounts and a different close date, is a parallel reporting stream, and its frequency drives its cost more than its content does.
One structural decision sits above all four. Choosing a tax regime, or being excluded from one, fixes which returns exist at all, and that choice is made by 20 February. A business that reviews its regime in December has options. A business that reviews it in June is committed for the year. Company formation and the regime election are covered on our company formation in Armenia page.
