С одного взгляда

  • Government Decision 1454-N was adopted and officially published on 8 October 2026 and entered into force on 9 October 2026.
  • It repealed paragraph 1.4 of the visa procedure in Annex 2 to Government Decision 1268-N, the rule that set extra e-visa conditions for citizens of India, Egypt and Iraq.
  • Those conditions (insurance plus a qualifying foreign visa or residence, or a four-document package) had applied since 25 November 2024.
  • Citizens of the three countries still need a visa. The e-visa fees are USD 8 for a stay of up to 21 days and USD 39 for up to 120 days.
  • Holders of a US, EU/Schengen or GCC residence permit valid for at least six months may be able to enter visa-free until 1 July 2027 under a separate rule.

Since 9 October 2026, citizens of India, Egypt and Iraq can apply for an Armenian e-visa on the same terms as most other nationals: Government Decision 1454-N repealed the extra insurance and supporting-document conditions that had applied to them since 25 November 2024. The visa requirement itself, the fees and the processing rules are unchanged.

What changed on 9 October 2026

The Government of Armenia adopted Decision 1454-N on 8 October 2026, and it was officially published the same day. The decision states that it enters into force on the day after its official publication, which makes 9 October 2026 the effective date.

Its operative provision repeals paragraph 1.4 of the procedure approved by Annex 2 to Government Decision 1268-N of 4 October 2007, which governs how Armenian visas are issued. Paragraph 1.4 was the only provision that named citizens of Iraq, Egypt and India and attached extra conditions to their e-visa applications. The consolidated text of Decision 1268-N on ARLIS, Armenia’s official legal database, now marks paragraph 1.4 as repealed. The amending act can be checked on ARLIS as act 231881.

We have not found a dated announcement of the change from the Ministry of Foreign Affairs, and we have not confirmed that the e-visa portal’s application flow for these three nationalities was updated on the same day.

What the old conditions required

Paragraph 1.4 was inserted by Government Decision 1692-N of 24 October 2024 and applied from 25 November 2024. Decision 631-N widened its cross-references from 1 July 2025. Until 9 October 2026, an Indian, Egyptian or Iraqi citizen could obtain an e-visa only by meeting one of two routes.

Route A: insurance plus a qualifying foreign status

Health or travel insurance, together with temporary or permanent residence status, or a valid entry visa, issued by the United States, the United Kingdom, Canada, Australia, New Zealand, the Republic of Korea, Japan, the Russian Federation, an EU member state or a Schengen state. For the six Gulf states (UAE, Saudi Arabia, Kuwait, Qatar, Bahrain and Oman) only residence status counted; a Gulf visit visa did not.

Route B: four documents together

  • A return air ticket.
  • An invitation from an organisation in Armenia: a company operating there, a state or local government body, an accredited embassy or consulate, or an accredited international organisation. Private individuals were not listed as inviters.
  • Evidence of financial means, such as a bank statement.
  • Health or travel insurance.

Neither route is a legal condition of the e-visa for these nationals any more. Applicants who were turned away for lacking a Western or Gulf visa or an Armenian corporate invitation can now apply on the ordinary terms.

Что не изменилось

Citizens of India, Egypt and Iraq still need a visa to enter Armenia. The general e-visa rules apply to them as to any other applicant:

  • Сборы. USD 8 for a permitted stay of up to 21 days; USD 39 for a permitted stay of up to 120 days. The day counts are the length of stay allowed.
  • Обработка. Normally three working days, counted from the business day after submission. In practice it can take a few weeks, so apply well ahead of travel.
  • Подтверждающие документы. The Ministry of Foreign Affairs keeps the power to request additional documents while it examines an application, and its general checks on documents and credibility continue. An officer may still ask for a ticket, accommodation details, insurance or proof of funds in an individual case. What has gone is the fixed package required of every applicant from these three countries.
  • Расширения. A visitor visa can be extended by up to 60 additional days. The application goes to the Migration and Citizenship Service of the Ministry of Internal Affairs no earlier than 15 working days before the current visa expires, with the reason for the extension, and the decision is due within two working days. See our guide to overstaying a visa in Armenia for what happens if the deadline is missed.

Paragraphs 1.2 and 1.5 of the same procedure, which deal with visas issued at the border to holders of certain foreign visas and residence permits, remain in force. They no longer feed into any e-visa condition for these nationalities.

The separate visa-free route for residence holders

Government Decision 610-N, as amended by Decision 932-N, lets nationals of listed states enter Armenia without a visa from 1 July 2026 to 1 July 2027 if they hold residence status in the United States, an EU or Schengen state, or one of the six Gulf states, valid for at least six months on the day of entry. Egypt, Iraq and India are all on the list. The Ministry of Foreign Affairs states a maximum stay of 180 days in one year. A UK residence permit does not qualify for this route. A traveller who holds a qualifying residence permit can skip the e-visa altogether; the repeal of paragraph 1.4 does not affect this route.

The invitation-only list

India, Egypt and Iraq were never on the list of countries whose citizens could get a visa only through an embassy on the basis of an invitation. That list (Decision 329-N) was repealed by Decision 643-N from 16 June 2026, ahead of the COP 17 conference in Yerevan, which ends on 30 October 2026. Decision 643-N has no sunset clause, but the Government can adopt a new list at any time, so that repeal may be temporary. Under the current regime the formal Ministry-approved invitation letter is not required of anyone; our invitation letter guide covers the background.

Что же теперь делать

  1. Check the visa-free route first. If you hold residence status in the US, an EU or Schengen state, or a Gulf state, valid for at least six months on your entry date, you may not need a visa at all before 1 July 2027.
  2. Otherwise, apply through the official e-visa portal, evisa.mfa.am, and choose the 21-day or 120-day option to match your trip.
  3. Keep a return or onward ticket, accommodation details, travel insurance and a recent bank statement to hand. They are no longer mandatory, but the Ministry can still ask for them.
  4. If the application form still asks for the old insurance-plus-visa package, the portal may not yet reflect the change. Paragraph 1.4 of Annex 2 to Decision 1268-N was repealed by Decision 1454-N with effect from 9 October 2026.
  5. Submit at least a few weeks before you travel, and check our Визовые требования в зависимости от гражданства page after 30 October 2026, when the post-COP 17 position becomes clearer.

Travellers planning to stay beyond 120 days, or to work in Armenia, need a residence route; our page on временный и постоянный вид на жительство и наш оказание визовых услуг cover the options.

Часто задаваемые вопросы

Can Indian citizens get an Armenian e-visa?
Yes. Since 9 October 2026 Indian citizens apply on the ordinary e-visa terms. The extra conditions in paragraph 1.4 of Annex 2 to Decision 1268-N were repealed by Decision 1454-N.
Is Armenia now visa-free for India, Egypt or Iraq?
No. A visa is still required. The only visa-free option is the separate route for holders of a US, EU/Schengen or Gulf residence permit valid for at least six months on entry, available until 1 July 2027.
Do I still need travel insurance for the e-visa?
It is no longer a fixed legal condition for citizens of these three countries. The Ministry of Foreign Affairs can still ask for insurance or other documents in an individual case, so having a policy is sensible.
Do I need an invitation from a company in Armenia?
Not as a general condition. Invitation evidence is relevant where the purpose of the visit is itself invitation-based, for example a business visit hosted by an Armenian company.
How much does the Armenian e-visa cost?
USD 8 for a stay of up to 21 days and USD 39 for a stay of up to 120 days.
Сколько времени занимает оформление электронной визы?
Normally three working days from the business day after you submit. In practice it can take a few weeks, and a request for more documents adds time.
Can I extend my stay once in Armenia?
Yes, by up to 60 additional days. Apply to the Migration and Citizenship Service no earlier than 15 working days before your visa expires; the decision is due within two working days.
Could the old conditions come back?
Only through a new Government decision. Decision 1454-N repeals paragraph 1.4 outright and contains no time limit.
